Latest Digital Maturity Assessment data reveals trusts reporting lowest digital maturity

The latest figures from the Digital Maturity Assessment have been published, revealing the trusts reporting the lowest digital maturity, and their progress from 2024, from a self-assessment covering a total of 47 domains, forming a maturity score between 1-5.

Bottom of the table is Torbay and South Devon NHS Foundation Trust (Acute) and Torbay and South Devon NHS Foundation Trust (Community), both scoring 1.5, up from 1.4 in 2024’s rankings. The Royal Orthopaedic Hospital NHS Foundation Trust (Acute) is next with 1.6, down from 2.0 in 2024.

West London NHS Trust (Community) and East Midlands Ambulance Service NHS Trust (Ambulance) both came in with 1.7, increasing from 1.6 in 2024. Queen Victoria Hospital NHS Foundation Trust (Acute), East Cheshire NHS Trust (Community and Acute), Northern Care Alliance NHS Foundation Trust (Community), and Herefordshire and Worcestershire Health and Care NHS Trust’s (Community) scores each decreased from 2.0 in 2024 to 1.8 in the current assessment period.

Royal National Orthopaedic Hospital NHS Trust (Acute) increased its score from 1.7 in 2024 to 1.8 in 2025. West London NHS Trust (Mental Health) and Dorset Healthcare University NHS Foundation Trust (Community) also both scored 1.8 for 2025, with the former increasing from 1.6 in 2024, and the latter’s score remaining unchanged.

Dorset Healthcare University NHS Foundation Trust’s (Mental Health) score increased from 1.7 in 2024 to 1.9; Northern Care Alliance NHS Foundation Trust’s (Acute) score decreased from 2.1 to 1.9; and Sussex Partnership NHS Foundation Trust’s (Mental Health) score remained the same as in 2024 at 1.9. The scores of Bedfordshire Hospitals NHS Foundation Trust (Acute) and Herefordshire and Worcestershire Health and Care NHS Trust (Mental Health) both decreased from 2.1 and 2.0 respectively in 2024 to 1.9 in 2025.

Rounding out the lowest 20, both The Queen Elizabeth Hospital King’s Lynn NHS Foundation Trust (Acute) and University Hospitals Sussex NHS Foundation Trust, observed a slight increase in digital maturity from 2024 to 2025, moving from 1.8 to 1.9, and 1.9 to 2.0, respectively.

By contrast, top performing trusts included Manchester University NHS Foundation Trust and The Clatterbridge Cancer Centre, both with a score of 3.6 for acute trusts; Berkshire Healthcare NHS Foundation Trust for community, scoring 3.8; and Berkshire Healthcare NHS Foundation Trust for mental health providers, with 3.7.

Wider trend: Increasing digital maturity 

HTN was joined by a panel including Ciara Moore, EPR operations director at Bath, Salisbury and Great Western Group, Stuart Cooney, CTO at Royal Berkshire NHS Foundation Trust, and Julian Wiggins, healthcare solution director at Rackspace Technology, for a discussion focusing on cloud adoption, AI maturity, and cyber resilience. Panellists explored how healthcare organisations are tackling delivery, legacy systems, and rising digital expectations, and what this means for future strategy and plans. We also looked at the fragmented cloud landscape, integration pressures, legacy infrastructure, AI, and the growing urgency around cyber resilience, finishing by asking where NHS leaders should prioritise investment and focus in 2026.

With the help of a panel of experts from across the health sector, HTN recently took a deep dive into EPRs, looking at approaches to implementation, lessons learned, challenges, and future directions. Panellists included Ian Mackenzie, CIO at Surrey and Borders Partnership; Ciara Moore, EPR operations director at Bath, Salisbury and Great Western Group; Keltie Jamieson, CIO at Bermuda Hospitals Board; and Michael Hardman, practice lead for software development at Aire Logic.

Torbay and South Devon NHS Foundation Trust has shared details of its planned go-live of the Epic EPR, marking another step toward realising the ambitions of the One Devon EPR programme. The go-live is planned for 3 April 2026, integrating “hundreds” of systems previously in use across the the trust into a single electronic system. Alongside the EPR, Torbay and South Devon is launching the MY CARE patient portal, offering patients visibility of their medical information, clinical interactions, and appointment details. Collaboration and learning from the experience of Royal Devon University Healthcare NHS Foundation Trust, already live with the Epic system, has reportedly helped ensure “safe delivery”.
