NHS Devon Integrated Care Board has published a tender notice for a continuing healthcare (CHC), end-to-end person management digital system that can provide “enhanced transformation across all spectrums of the service” and help tackle their large caseloads.
With a reported combined active caseload of 3,000 records spanning both vulnerable adults and children across Devon, the CHC service is in need of an “efficient and effective digital system”, according to the ICB. They’re searching for a provider to replace two of their existing record systems: one for Devon ICB and another for Torbay and South Devon, with the aim to improve accessibility, streamline workflows and increase visibility of data to achieve a “better person experience”.
Key requirements for the new system include flexibility, support for a wide range of services and the ability to connect the ICB’s entire lifecycle into one platform. This includes introducing the system across clinical, business, performance, finance, contracting and commissioning in order to improve interoperability, which the ICB notes is “of paramount importance, allowing for the CHC service and wider Health and Social Care teams to share and view records”.
The three-year contract is valued at an estimated £1.16 million and is set to take place between February 2026 and February 2029, offering the option to extend by another three years if needed. A submission deadline has been set for 12pm on 21 July 2025, with potential suppliers asked to confirm that their organisation has all the necessary security measures in place, is compliant with the latest DSP Toolkit requirements and meets the minimum standards of the latest Digital Technology Assessment Criteria for health and social care or is actively working towards this. Digital transformation with the Devon region
NHS Devon recently shared updates on their five-year Joint Forward Plan to 2030, highlighting the role of digital in achieving strategic aims, while also noting the importance of progress on the Devon and Cornwall Care Record and the One Devon Datasets. Emphasis was placed on population health, tackling inequalities and enhancing productivity, outlining several objectives for years 1-2, years 3-4, and year 5 and beyond.
In February, NHS Devon ICB shared an update on its Primary Care Access Recovery Plan, highlighting “good progress” on delivery, a focus on tackling variation and a potential saving of £19 million through digital advancements. According to the ICB, patients in 82.9 percent of practices can now view their records and practice messages using the NHS App, while 95.8 percent of practices have enabled online appointment booking.
Earlier in the year, go-live dates were confirmed for the “joint Devon EPR”, also known as the One Devon EPR Partnership, made up of Royal Devon University Healthcare NHS Foundation Trust, Torbay and South Devon NHS Foundation Trust and University Hospitals Plymouth NHS Trust. According to the partnership, University Hospitals Plymouth and Torbay and South Devon had officially signed a contract with Epic, the same supplier already being used at Royal Devon.
